Contractor Selection Process
For major Sakhalin-1 tenders, Exxon Neftegas Limited (ENL) typically uses the following contractor selection process:
- Step 1: Initial Review
ENL compiles a preliminary database of potential contractors, suppliers, and vendors, through various sources including nominations from Sakhalin-1 Project Consortium members, the Sakhalin Oblast Department of Petroleum Industry, and Russian Federation government entities, and direct inquires to ENL from interested parties. - Step 2: Contractor Qualification Process
ENL and its major contractors undertake assessments related to potential vendor capabilities and technical qualifications, including Health, Safety and Environment policies. Particular attention is paid to experience operating in Russia. - Step 3: Contractor Selection
ENL invites qualified vendors and contractors to submit specific bids, which are then evaluated.
In addition to major contracts, the Project has numerous subcontracts and supply needs. These range from small requirements to substantial pieces of work. To fulfill these needs, ENL contractors and subcontractors have access to a supplier database maintained by ENL. Suppliers that have not already registered with ENL are invited to do so.
