Contracting Objectives
While striving to maximize Russian content opportunities during the development and execution phases, the Sakhalin-1 Consortium will favor vendors that are able to effectively support the following project objectives, in order of priority:
Safety and Health
Ensure safety and health of all personnel involved in the Project and the safe operation of the completed facilities to achieve zero lost time accidents.
Environmental and Regulatory Compliance
Conduct all activities and operations in full compliance with applicable laws, rules, regulations and guidelines.
Quality
Ensure that quality during design, engineering, fabrication and construction is consistent with acceptable practice and standards while limiting cost exposure.
Maximize Profitability and Control Cost
Ensure the success of the venture by optimizing investment and operating cost while maximizing and accelerating revenue.
Achieve Scheduled Completion
Achieve on-schedule commercialization of hydrocarbon reserves without incurring premium costs. Economics have been shown to be very sensitive to delays of first oil. Opportunities to capture and retain schedule advantage will need to be evaluated carefully in order to meet profitability and schedule objectives.
