Nogliki Poly-Clinic Upgrades, Jointly Funded by the Sakhalin-1 and Sakhalin-II Projects, Officially Opened

Yuzhno-Sakhalinsk, Russia, 27 October 2005 -- Yesterday in the town of Nogliki, in northern Sakhalin, a celebration was held to officially open upgrades to the local Poly-Clinic. The upgrades were jointly funded by the Sakhalin II and Sakhalin-1 projects, operated by Sakhalin Energy and Exxon Neftegas Limited (ENL) respectively. Sakhalin Energy acted as project manager.

Over the past seven months the Nogliki Poly-Clinic has undergone a major refurbishment, which has included the construction of a new X-Ray Room, Fluorography Unit and Blood-Bank, as well as the installation of new medical equipment furnishings and a new potable water supply. As part of the upgrades the Sakhalin Oblast Administration provided active financial support for medical equipment in the Fluorography Unit.

In addition to the completed upgrade works at the Nogliki Poly-Clinic, Sakhalin Energy and the Sakhalin-1 Consortium have committed to providing full medical equipment and emergency power generation for two Surgical Units and the Intensive Care Unit at the new Nogliki District Hospital. The two companies will also fund training programmes in emergency care for Nogliki hospital staff and will fund the operation and maintenance of the hospital over the next four years.

David Greer, Sakhalin Energy’s Deputy CEO and Project Director said, “Sakhalin Energy is extremely pleased to officially open the Nogliki Poly-Clinic upgrades. We are very happy that the upgrades will allow for the provision of improved healthcare services for local Nogliki residents and the surrounding communities as well as the company’s employees, contractors and subcontractors”.

Mr. Greer added that, “In addition to the Poly-Clinic upgrades and provision of medical equipment for the Nogliki hospital which are being cost shared with the Sakhalin-1 Consortium, Sakhalin Energy is also carrying out upgrades, by itself, on the Poronaysk District Hospital, the Kholmsk Hospital Michurina Street and the Yuzhno-Sakhalinsk Regional Hospital. Sakhalin Energy commenced upgrade works at both the Poronaysk and Yuzhno hospitals earlier this year and works are currently ongoing.”

Mark Hackney, Vice President of ENL, noted that the Sakhalin-1 Consortium had chosen to upgrade the Poly-Clinic capabilities and share the improvements with the community rather than build a separate medical facility for its employees. "For the Sakhalin-1 Consortium, the requirement for safety is an overriding priority and we are committed to ensuring the safety of our personnel, our neighbors in the community, and the environment. The improvements to the Nogliki Poly-Clinic are an excellent example of how the local community benefits from our nearby operations as we work to supply important energy to the Russian Far East and the world," said Mr. Hackney.

Representatives of Sakhalin Energy, ENL and the local community, including Nogliki’s Chief Doctor, Mr Kenjiev attended the opening ceremony at the Poly-Clinic.
