Russian Federation Approves the Technical and Economic Substantiation for Sakhalin-1 Construction

The Russian Federation approved the Technical and Economic Substantiation of Construction (TEOC) for Phase 1 of the Sakhalin-1 Project. Approval of the TEOC is a key project milestone that allows the Sakhalin-1 Consortium to commence construction of the Sakhalin-1 Phase-1 facilities, enabling ENL to maintain the schedule leading to first oil production from Chayvo in 2005. TEOC approval was preceded by a positive conclusion of the Ministry of Natural Resources State Environmental Expert Review Panel that confirmed environmental feasibility of Phase 1 of the project.

State Ecological Expert Review of the Ministry of Natural Resources Has Granted a Positive Conclusion to Phase One of the Sakhalin-1 Project

A detailed, 9 volume Environmental Impact Assessment (EIA) of Phase 1 of the Sakhalin-1 Project has been granted a positive conclusion by State Ecological Expert Review of the Ministry of Natural Resources. The corresponding order was signed on July 24, 2002.
YASTREB Drilling Rig Constructed

Parker Drilling Company has completed construction of the "Yastreb" drilling rig for the Sakhalin-1 Project. Yastreb is the Russian word for hawk. A rig dedication ceremony took place in New Iberia, Louisiana on June 6, 2002.
DIESEL TANKS FABRICATION CONTRACT AWARDED

ABB Lummus Global Moscow, EPC-1 contractor for the Sakhalin-1 Project, has awarded a contract for fabrication of 54 diesel tanks to Amur Shipbuilding Plant (ASP), a Russian company based in Komsomolsk-na-Amur in the Russian Far East. The tanks will contain a one-year reserve of petroleum products to supply extended reach drilling operations of the Sakhalin-1 Project.

Two Russian design institutes and a Russian shipping line conducted a test of new guidelines for winter-season marine operations in the Tatar Straits, Aniva Bay and LaPerouse Strait for the Sakhalin-1 oil and gas project. The tests were conducted from February 22 to March 3, 2002.
Massive Development to Turn Spotlight on Russian Far East

A milestone oil and gas development project offshore the Russian Island of Sakhalin promises sizable benefits to all the parties involved. The developer is a consortium of U.S., Russian, Japanese and Indian companies operated by Exxon Neftegas Limited, an ExxonMobil affiliate.

The Orlan platform, a key component of Phase One development, has completed its trans-oceanic voyage from the Beaufort Sea north of Alaska, across the Bering Sea, to SovGavan Yard on the Russian mainland (Khabarovsk Krai). It will remain there, cold stacked, pending bidding and award of platform modification work.

ORLAN Purchase/Tow

Exxon Neftegas Limited (ENL), operator of the Sakhalin-1 Project, recently purchased the "Orlan" Concrete Island Drilling System from Global Marine Drilling Company. The "Orlan" platform was towed from Alaska to the SovGavan port in the Russian Far East.
